Division birth dates are set up according to ASA rules and are based on the calendar year: January 1 to December 31.

For example, if a girl is 10 years old on January 1 and turns 11 later in the month, under ASA rules that player would be considered an 10 year-old player for the entire year, even though she is 11 for most of the year.
